
Province-level Dalit assembly concluded issuing a declaration

The province-level dalit assembly on 'country without untouchablility' was concluded issuing a declaration. The two-day assembly of dalit activists issued a 10-point declaration, which was handed over to Minister for Economic Affairs and Planning Bijay Kumar Yadav by Executive Director of Dalit Sarokar Munch Bhola Paswan.
The declaration has asked the government and concerned authorities to immediately implement various constitutional and legal provisions against untouchable practices and other commitments such as the 13 percent reservation quota for dalits as committed by the federal government and 18 percent as committed by the provincial government, the Nepal government's letter of 2064 BS, the Constitution of Nepal-2015, the Act against caste-based discrimination and untouchability (offence and punishment)-2066 BS, and Muluki (civil) Code, 2075 BS.
It has asked the authorities to immediately endorse the Act on Dalit Empowerment, prepare a dalit-friendly budget based on their population for social, economic and educational development of dalit communities. It has also demanded that the land without registration where dalits are residing for years, the village blocks, land used by tenants and private lands be registered in their names without any condition so as to protect them from being displaced and landless.
Also, the declaration has demanded that women be ensured safe workplaces and wages be increased as per the changed context. It has demanded that all dalit children be provided with scholarship of Rs 500 a month for nursery to Grade 8, Rs 1,000 each for secondary level and Rs 2,000 each for students of higher secondary level.
It has asked the stakeholders to intensify the campaign of 'beti padhau, beti bachau' (educate daughter, save daughter) and declare wards, municipalities, districts and provinces free of untouchable practices, intensify movements allocating sufficient budget for that, launch anti-alcohol movements by local, provincial and federal governments to make trade and consumption of alcohol well-managed and controlled. Likewise, the declaration has asked the government to provide land for landless squatters for one time as per the constitutional provision and run Salhes, Dinabhadri and Rabidas Janta Aawas (people settlement) Program.
