A two-day provincial dialogue on “Smart City: Possibilities and Implementation” concluded in Mahuli, Saptari, with a strong call for action from Madhesh Province’s former Home, Communication, and Law Minister and current Provincial Assembly Member Rajkumar Lekhi. Speaking at the event, Lekhi urged local representatives and stakeholders to stop delaying and take ownership of the Smart City agenda.

Lekhi reminded participants that Shambhunath was listed as a Smart City by the federal government back in 2017 (2073 BS), yet no meaningful progress was made. He argued that many historic towns of Madhesh, such as Fattepur, Mahuli, Bardibas, and Nijgadh, developed because of active local leadership, and Shambhunath could only move forward through similar civic engagement. Declaring his commitment, he stated, “This project will no longer be allowed to fade away.” Bhola Paswan, Executive Director of Dalit Sarokar Manch Nepal (DSMN), expressed concern that work had not advanced even in one of the two selected municipalities. Program Coordinator Manish Koirala highlighted that the government, despite announcing the Smart City initiative eight years ago, has only now allocated a symbolic budget of NPR 8,000, an indication of weak political will.

Acting Mayor Anita Kumari Chaudhary stressed that the provincial government must play the role of mediator between the municipality and the federal government in order to accelerate progress. She assured that Shambhunath Municipality would draft the required policies and allocate budget to initiate small but impactful interventions. Ward Chairperson of Ward No. 12, Sanjay Kumar Sah, recalled hearing about the Smart City proposal a decade ago but watching it fade over time. He appreciated DSMN for reviving the agenda and insisted that municipal executive members need to take responsibility for drafting and passing necessary policies.

During the two-day discussions, experts and stakeholders explored themes such as smart administrative systems, transport management, healthcare digitization, environmental protection, affordable digital services, and citizen-friendly infrastructure. The dialogue concluded that strong coordination between provincial and local governments, backed by clear policy direction and active civic participation, is essential to develop Shambhunath into an inclusive, sustainable, and technology-driven Smart City. The event was organized by Dalit Sarokar Manch Nepal, Kanchanrup-8, Saptari, and moderated by Secretary Rajkumar Paswan.

 

महुली सप्तरीमा सम्पन्न दुईदिने ‘ शम्भुनाथ स्मार्ट सिटी: सम्भावना र कार्यान्वयन’ विषयक प्रदेशस्तरीय छलफलमा मधेश प्रदेशका पूर्व गृहमन्त्री तथा प्रदेशसभा सदस्य राजकुमार लेखीले स्थानीय तहका जनप्रतिनिधि र सरोकारवालाले अब ढिलाइ नगरी गम्भीर भएर अघि बढ्न आग्रह गरे।

उनले २०७३ सालमै संघीय सरकारले शम्भुनाथलाई स्मार्ट सिटीका लागि छनोट गरे पनि प्रारम्भिक कामै अघि नबढ्नु दुर्भाग्यपूर्ण भएको टिप्पणी गरे। उनका अनुसार मधेशका धेरै पुराना बस्तीहरू स्थानीय नेतृत्व र सक्रियताका कारण मात्र विकसित भएका छन्, र शम्भुनाथ पनि यस्तै नागरिक–नेतृत्वको संलग्नताले अघि बढ्न सक्छ। “अब यो परियोजना कुनै हालतमा ओझेलमा पर्न दिने छैन,” उनले प्रतिबद्धता व्यक्त गरे। दलित सरोकार मञ्च नेपालका कार्यकारी निर्देशक भोला पासवानले शम्भुनाथ लगायत चयनित नगरहरूमा कार्यान्वयन सुस्त हुनु चिन्ताजनक रहेको बताए। मञ्चका कार्यक्रम संयोजक मनिष कोईरालाले सरकारले सुरु गरेको स्मार्ट सिटी पहल अहिले आएर मात्र आठ हजार रुपैयाँ विनियोजन गरेर अघि बढाउने घोषणा गर्नु नै राज्यको कमजोरीको संकेत भएको टिप्पणी गरे।

कार्यक्रममा कार्यबाहक मेयर अनिता कुमारी चौधरीले प्रदेश सरकारले संघीय सरकार र नगरपालिकाबीच समन्वयकर्ता बनेर परियोजना अघि बढाउन सहयोग गर्नुपर्ने बताइन्। उनले नगरपालिकाले आफ्नै तर्फबाट आवश्यक नीतिहरू तयार गर्ने र साना तर प्रभावकारी योजनाहरूसहित काम सुरु गर्ने प्रतिवद्धता व्यक्त गरिन्। वडा नं. १२ का वडााध्यक्ष संजय कुमार साहले दशकअघि सुनेको स्मार्ट सिटी योजना त्यसपछि बेपत्ता भएको स्मरण गर्दै, “यो पहललाई पुनर्जीवित गरिदिएकोमा दलित सरोकार मञ्चलाई धन्यवाद छ,” भने। उनका अनुसार नगरपालिकाका कार्यकारी सदस्यहरू सक्रिय भएर नीति निर्माण र पारित प्रक्रियामा जिम्मेवारी लिनुपर्छ।

दुईदिने छलफलमा स्मार्ट प्रशासनिक सेवा, यातायात व्यवस्थापन प्रणाली, स्वास्थ्य सेवा डिजिटाइजेसन, वातावरण संरक्षण, डिजिटल पहुँच, नागरिकमैत्री पूर्वाधार निर्माणलगायत विषयमा विस्तृत प्रस्तुति र बहस भयो। छलफलको निष्कर्षमा प्रदेश र स्थानीय तहबीच मजबुत समन्वय, स्पष्ट नीतिगत दिशानिर्देश, नागरिक संलग्नता, र प्रारम्भिक संरचनागत कामलाई प्राथमिकता दिएर अघि बढे शम्भुनाथलाई समावेशी र दिगो स्मार्ट सिटीका रूपमा विकास गर्न सकिने उल्लेख छ। कार्यक्रम दलित सरोकार मञ्च नेपाल, कञ्चनरुप–८, सप्तरीले आयोजना गरेको हो। कार्यक्रमको सञ्चालन सचिव राजकुमार पासवानले गरेका थिए।
